Can't run Java on Win98SE

We have been pulling out our hair on this machine.
Pentium II 450 128mb ram, Win98se all MS updates.
Customer brought in with multiple virus infections, were able to clean out
all viruses and malware and restore full windows functionality. Testing of
IE and OE and several directX games worked fine.
Cust brought back with problem:
Can't play games on Pogo, which we figured out to mean; can't run any Java
virtual machine.
Went through copious testing with installing and reinstalling both Sun and
MS VM, various versions, manually cleaned registry of all JVM related keys.
Removed a popup stopper.
Emptied cache, repaired IE6 sp1a
Machine runs fine, but neither JVM will initialize and since Win98 doesn't
have a system logging utility to find source of problem, we are at a loss.
Short of formatting and/or reloading Win98 clean, any suggestions?

This is totally unrelated to JavaScript, which has pretty much nothing
to do with Java.

Ask a Java NG, in the comp.lang.java hierarchy.
