Recommend similar website when query is coverage

I want to be able to somehow determine if a query is coverage from the websites from google results after a search. for example, a user goes through different websites to satisfy his query. how can i go about it? i want that only in those circumstances, i will recommend other websites. if the user just simply goes on a single website (for e.g. just checking the time a train leaves the station), then recommendations are useless

i think i don't get it right already ... you want to determine the user's google search-history? from where? do you have your own app? do the users search from there?
