menus in frames

Hello all! I was hoping that someone would be able to give me a
suggestion or some place to go for a resource...

I'm trying to create a new site that uses frames. But I also want the
top frame to be able to display menus (I have that part) without
having the menus cut off by the next frame.

Everything that I have read or found here has indicated that this in
not possible.. but I am hopeful that someone out there has been able
to figure out some way around it...

If you would like more information on what I'm trying to accomplish
(sometimes my brain goes faster and is more complete than what I
write) or a link to the initial stab at this please let me know.

Thanking you!!

Do you know what I'm trying to say?

Sure do.
But I didn't make the menu. I just use it. :)
I have no idea how to fix that. Aside from not using nested frames,
anyway.
