IE is just being cautious.
To allow your web page to run normally, just click that yellow bar at the top where it says "Click here for options," and then select the option that says something like, "Allow blocked content." This is normal for IE: You will have to go through this every time you want to preview your page using Internet Explorer on your local machine. It treats JavaScript (and possibly CSS) on a locally stored web page as a possible security threat.
However, when you post the page on the Internet, your browser will no longer think twice about the script, and your visitors will not see the yellow security alert bar at the top.
If you want to preview your page locally without authorizing the script every time, you can try previewing it in one of the other browsers instead (Firefox, Chrome, Opera).
