Redirect when visitor has cookies enabled

I want to redirect all users with cookies enabled. When someone visits my website with cookies enabled they they should get redirected somewhere else.

The code i'm using now only works once. Until they delete cookies.

Do you want to redirect all users? Can you describe this in more detail?

If you're basing this on cookies, then you'll have to factor in that users can and will delete or choose not to accept cookies.
