web 508 Compliances

Right now i am working on the 508 Compliance for color blind and disabled people can access my web site. for that i made a gray scale of the page using ramweb tool. but the page is not showing fully, if i open a page it has vertical scrool, but it displaying as per the screen size, scroolbar is coming if i moved that empty space is showing? what's the reason? any one can give the solution for this.

without any code or example-link to have a look at, it would be guesswork to give any advice on that issue ... so could you post a link or some example code that demonstrates the problem?
