Highlighting entire state with maps API?

Hey, everybody -- not sure if this is the right place to post this question, but I couldn't think of a better one.

I'm working on a project where I need to display a map of the United States with only certain states highlighted and clickable. So for example, you'd be looking at a big U.S. map, all in regular Google Maps white, but all of, say, Michigan and New Mexico and Texas would be red and you'd be able to click anywhere on those states to go to another page. I've never seen one of the major maps APIs used in this way. I don't need to do it -- yet. All I need to know is: Is this even possible? Can anyone point me toward a site that's implemented something like it?

You can use the info. save the image and then look up the source code on the page.

Oh, yeah, but the thing is I need to do this with some sort of mapping web service and not an image map. Just because we're developing functionality using a maps API for something else and don't want to do twice the work, and it's got to be dynamically updated. Thanks, though!
