how admin can add menu dynamically

i want to give admin the facility to add item in the existing menu without doing any hardcoding. he may fill the form that will prompt below which item he wants to add submenu or want to add main menu after which menu.

admin don't want to use database for that purpose. so how is this possible using javascript/ajax.

If you're using the database to store the menu and generating using that data, why don't you want to add to it?

basically I am working on content management site where administrator wants to add menu whenever he wanted to do that.

Is this a permanent change? If it is, you will need a database or some other server-side storage to store the changes.

If it's just for the admin on one computer, it may be possible to use cookies.

yes it will be permanent change. and i wanted to store it in mysql database. for that i have table.
