JavaScript - excluding a list within another list.

Can someone help me finish off the following code below, I want to exclude 'National' element from a list. Can someone help?

var selVal = document.getElementById('');
if (i == 'National Projects');
then exclude ('National') and exclude ('projects') within ('National');

What do you mean by exclude? Are you creating another list? What form does the list take, an array?
