Retrieving file-type input form element

How can one client side test whether or not a file has been selected when
using the file input element?

You can see whether the <input type="file"...element has a value. If
the value is blank or null, then no file has been selected. You can't
set a value, and you can't verify that the value is actually a valid
file on the client.
