I don't really understand what your problem is since you weren't
precise in what context you use the ampersand, but whatever you do,
try using "&" instead. Eg. the right syntax in HTML when giving
addresses with url parameters isn't "address?a=b&c=d" but rather
"address?a=b&c=d". Maybe the japanese use the ampersand
extensively so you get problems...
