Always on top -> not using onBlue/focus

Hi,
I want to have a pop-up window remain on top, while allowing user to
do other things-
(In my case - I want to allow the user to watch video on a small
screen)
I saw people recommanding using Focus method in onBlur event, but this
kind of freezes all other windows.
Any advice?

I know how it can be done in software, but I wonder if there's any way
I can do it through the browser itself.
Since it is for the benefit of my users, I believe some of the would
be willing to install a small activex.
If they do - can it be done?
