pop-up

I'm using the following code to provide a selection menu. This code is then going into a formula within a reporting tool. The reporting tool generates HTML for the report when viewing through a portal. The pop-up works but only within the cell of the table. In other words, it gets cut-off by the border of the <td>. This doesn't happen when creating a table around the anchor tag below, only under the reporting tool. Is there an option that would force the pop-up to appear on top of the table?

Maybe you need to set the z-index to something higher to make sure it stays above other elements.
