flushing and pop-up window

Hello

I want to make two kind of windows:
1. Poping up - such window will appear in front of the other windows
(receive focus).
2. Flushing - such window will not appear in front of the others but it's
tab (in task bar) will blink - so
the user will see that something happens there.

Which functions could i use for those two purposes ?

I have no task bar
My fellow has his task bar bent (appears only on demand)

In my browser(s) popups (if accepted) are opened in a tab

How do you expect wanted results in these conditions ?
