File manager

Is there a way in javascript:

1.) call File Manager from Windows,
2.) let a user to choose the file
3.) assign the chosen file to a variable?

If you want to upload the file to the server, you don't need javascript.
the <INPUT TYPE=FILEwill allow the user to browse the local areas and
select a file to upload..

or did you want to do something local with the file?

NO. The normal security environment that client-side java script runs
in bars access to the client's file system.

or did you want to do something local with the file?
My problem is that users can upload big files upto 100MB and I can not
use http protocol for such big files uploadfing because of problems
with timeouts, server memory size etc.
So, I think about FTP or SFTP protocol that it could be a solution for
uploading such big files.
I was thinking about making a similar dialog for uploading like
the <INPUT TYPE=FILE that allows the user to browse the local areas
and
select a file to upload...
but using FTP protocol NOT HTTP protocol.
I thought that javascript could a right choice for writing a similar
dialog.
Or am I wrong?
