Menu issue

I am trying to create a simple menu for my site. Currently the tools
I'm using are Javascript, JSP, HTML and CSS. After looking through
many websites it seems just about every example I've seen has involved
some 3rd party tools that have to be downloaded.

My question is, is it possible to create a simple dropdown menu using
simply the tools listed above? If so a few hints or nudge to a good
site with examples would be appreciated.
