can i place CSS inside of a javascript CSI

i am a designer trying to learn to code.

I am looking to use a CSS (with a little js, little html) mouseover drop down menu in a CSS formatted page AND control/manage my Nav/header/footer content via a javascript client side include. Looking high and low I cannot find any info on how to do this and if this is a sound choice.
anyone have any suggestions for me?

To include CSS in a client-side include, either use document.write() statements to write the CSS code while the page is loading or use the elements' Style object to change the property.
