Generally you cannot change address bar without page reloading (by security reasons).
But here's one trick .

Sorry, but no tricks will help you to acquire this. (yes you can change hash, but location will always stay the same). Imagine how would be phishing easy if browsers would allow that. :)

I'm not saying that it's possible to change complete URL in address bar.
It's not allowed (as you just said to prevent phishing etc). But there are much more reasons to change address bar than a hacking, i.e. AJAX navigation and such. In that cases that method can be enough.
