Is it possible to use Javascript to read/ write to text file line by line?

You will need specific solutions for each browser with the correct privileges (security settings) enabled.

IE - http://www.4umi.com/web/javascript/fileread.htm
Mozilla/Firefox - http://www.captain.at/programming/xul/ Firefox3 will allow reading of local files for local use.
