is there any program out there that can scan a website for javascript

any suggestions?
Mozilla has a built in JS console, to which errors are logged, and also
a pretty extensive debugger. Firefox also has plugins available to do
the same thing.
You can get fairly basic error reporting in IE. It's somewhere in the
prefs -- on the Mac it's in the Web content pane. Check "show scripting
error alerts." IIRC, it's somewhere similar on Windows.
