I didn't look the source code, but you can obtain the same effect without
js:

#bottom-layer{
background:#eee;
position:fixed;
height:50px;
bottom:0px;
}

<div id="bottom-layer">...</div>

Pay attention: "position:fixed" is a w3c standard but in IE it doesn't
works.

In IE you can use expression instead:
