Changing scrolling property for a frame

I have a test page at

http://ataru.gomen.org/files/tmp/test.html

where I attempt to change the scrolling property of a frame from 'yes'
to 'no' and back. However, the scrollbars never change. Can someone
tell me what I'm doing wrong?

I'll add that the posted markup and script works in Opera 7.54, but
does not work in Firefox 1.0+, IE 6, or Netscape 7.1.
