Frames, pdfs etc .. help needed please

Can anyone tell me if this can be done and if so what would be the best
way to do it. I've posted in here assuming that maybe javascript might
offer a solution.

I would like to have a web browser page that is effectively split in two
horizontally. In the top half I would like my php program but in the
bottom half I would like the user to be able to load and display a local
pdf file. At the moment I can only do this by having two separate
browser windows each resized to half height and positioned manually, one
in the top half of the screen, one in the bottom. Can this be done is a
single browser window and if so, how would I go about it ?

Not sure I understand you. When you say local, do you mean client-side
local? Like, on the website visitor's harddrive? How would you know
where the file was?

If you simply want to show two web pages, a PHP script in one and a PDF
file in another, then use frames.
