Nothing to do with javascript:

<form name="myForm">
<input type="text" name="myInput" title="This is my input box">
</form>

<form name="myForm">
<label for="myInputId" title="This is my test input">
Label:
<input type="text" id="myInputId" name="myInput">
</label>
</form>

Works in IE6, Opera 7+, Gecko-based browsers.
