How is this done?

Hello,

Check the web site http://www.andyrutledge.com/
Check the "Read this Article" balloon which shows when you place the
mouse over "/*" on text:
"The war between the Standardista Rebels and The Legacy Empire wages
on. /*"

How is this done?
And is the balloon an image?

I also know another web site where something like this is used but in a
more complex way:

http://www.istockphoto.com/file_sear...xt=web&x=0&y=0
(Place the mouse over the images)

I believe it is the same approach. could someone tell me how is this
made?
