No. Frankly, that would be stupid and a privacy risk ripe for exploit by
pop-up spammers. Could you imagine a pop-up advert that could never be
closed?

Why?
Answer that and you'll probably either find bad code or a workaround to what
you need to do.
If it's because you need to process info before the window is closed, use
onUnload. If it's because you want to stop them from closing the window, you
can't. They can just task-bar kill it if they really want to. Server-side
code should handle the statelessness of the internet.

Clarify what the problem is and we might be able to help.
