selecting portion of textarea/input

I bet this has been asked before, but here goes.

How do I set or get the highlight of a text in a textarea? The obvious use of
this is having the user highlighting a portion of the text and pressing the
"bold"-button which will insert <b> and </b> around the text.

Can this be done?
