Enabling cookie in browser by javascript or PHP

Dear friends,

do any one know how to enable cookie support for browser. if it's by
PHP or javascript, would be helpful to understand. please send me the
answer if know. i'll be grateful.

The only way I know how to do it is to go to my browser security
preferences and check "enable".

No. It would be extremely foolish for a browser to allow code
sent from a server to enable cookies.
