LWJGL(OPENGL) Send float[][] to glsl

Let's say I have this 2d array:
-1.0 -8.742278E-8 0.0 0.0
8.742278E-8 -1.0 0.0 0.0
0.0 0.0 1.0 0.0
0.0 0.0 0.0 1.0

That I want to send to vertexshader in an uniform mat4. I don't want to use JOML so I used a 2d array(float[][]) for creating transformation matrix, but I can't send it to glsl.
