i want to design a java program that will predict the population of a given area in a specified period of time.

talk about the parameters this java program will use.

The first thing you should do is investigate the algorithm you need in order to make your prediction. This algorithm does not need to be implemented in Java yet...you just need to gather a list of all of the data that you need to make your prediction and an idea of the steps/processes you need to use to make the prediction.

After you know how your algorithm is going to work, and you know what data you need to make it work... Then you can actually use Java to implement an application that does this work for you.

You will likely need to get a list of past and current population sizes in order to make your prediction and that data is going to have to be stored/retrieved from somewhere. You may need to create a database to store this data...or use a web service or something to retrieve the data and you will have to research how to do this as well.

Firstly , figure out the major inputs required for the problem. Secondly,fix the back end support for it. Implementation becomes more simple when the requirements are clearly mentioned.
