I surfed a bit on the Apache Tomcat site from where you downloaded it and I read
a bit of documentation there (as you should do too). Then I went to the Eclipse
site where you can download and install the Eclipse IDE and the WTP package
(Web Tools Platform); it allows you to start and stop the server (Tomcat) and
deploy web applications as well. For starters you don't need anything else.

kind regards,

Jos
