How to manage multi-threading in multiprocessor systems?

Hi all,
I need to build a module, where there is 3 programs running simultaneously.
they are test1,test2,monitor.
Now I need to implement that at a particular instant monitor will suspend test1 but test2 will run freely. After some time, test1 will be resumed by the monitor.
and then after some time, monitor will suspend test2 and test1 will then run freely. I have been able to implement it on single processor system. But, it is not
working in multiprocessor system.
In multiprocessor system, a thread is not being suspended. after using suspend() or stop() method, the thread is'nt stopping execution.

If anyone have the solution, kindly reply me back ASAP.
