Multi Language character displaying in ISO8859-1

I am working on a project In which I need to handle Multi language characters. The database stores them in iso-8859-1 format. I need a help to find out best ways to displays these characters using iso8859-1 or utf-8 encoding. My problem is that some characters do not displayed properly in the html output.

Isn't it just an html encoding issue? I'd say you should try the HTML or Javascript forums for that.
