Extreme Novice

Pardon my ignorance concerning subject matter and/or possible wrong posting arena

I am using MAC OS X 10.4.9 and sometimes when I try to access an area in a website or a special chat area at my college website I see what I now know is a java "coffee cup." When I run my cursor over it nothing happens. What is this and how can I "get" Java? Please help me understand this is layman terms.

Apple supplies their own download site for Java; I think it's this one.
(not sure though).
