outputting destination URL's as thumbnail images

I've a little problem I need some advice on. Being fairly new to java programming (only covered the basics at university so far), you'll have to bare with me if the solution's obvious!

Here's what I want to do:

To write a little program that will give forum members the opportunity to display their webpages as thumbnails (in their profile) just by typing in the URL. My forum's coded using php. I'd prefer the images to be 'live' so any updates will automatically appear on the thumbnail.
Would I need to create some sort of webot that goes to the destination URL, captures the webpage and sends an image back to the forum? If so, how would I write one?

Any help, advice and handy coding hints would be much appreciated.. :-)
