Application Popup Message That Stays On Top Of All Other Apps Loaded

If someone could point me in the right direction that'd be fantastic.

What I want to do is have a frame or window or dialog that when it loads it will load above any other app that is currently open and in use.

For example a user is typing in say word and I want a frame to pop up that sits above (in view) the application already open and stays there until the user answers the question posed by it.

At present all my effort are only able to get the frame, window, or dialog to open but sit on the windows start/task bar flashing.

Thanks, all sorted now I think. I finally found a web doc on calling from dll using Java and JNI. So giving that a try.
