Server DoS Problems

Im doing personal work on a public java socket server.
Works quite well, but I have one problem.

DoSers are opening too many connections with their own apps and crashing the server!

Can someone give me an example of a way to secure against this?
E.g. looping through the connections array and checking each one for 10 or more duplicates per IP?

(Ill post code for the server later, once I get to it)
