its urgent not able access webservice , Unknown Host Exception

Iam running a webservice in my local machine and wrote dii client to contact it.
it was able to do it.

But the problem is when i try to contact the server which is at some other location not in my local area network, It says Unknown Host exception,

I have got my firewall open at http protocal on 8080, But still it is giving the same error.

do i need to able to ping the url from my system in order to contact the server.
or does it enough of opening 80 port on url

Well http is port 80 so if the URL is not showing up then the port is probably closed..
