Error With Tomcat4

I have installed an application on a debian Linux box, that uses tomcat4 and
apache cgi. The apache cgi is working ok, and the tomcat4 is interfacing
with apache. tomcat4 is working fiine by itself as sample programs are
running. The tomcat4 logging is invoked with detailed loggin in the web.xml
file and the Whenever i invoke the specific application i get the following
"org.apache.jasper.compiler.CompileException: /index.jsp(0,0)
/./alarmtool.jsp(0,0) XML parsing error on file /WEB-INF/struts-bean.tld:
Internal Error: File /javax/servlet/jsp/resources/web-jsptaglibrary_1_2.dtd
not found"

I have tried putting /javax/servlet/jsp/resources/web-jsptaglibrary_1_2.dtd
in various locations. The file struts-bean.tld does not reference
/javax/servlet/jsp/resources/web-jsptaglibrary_1_2.dtd ?

Whats up?
