UTF-16 character encoding/parsing using JDOM/SaxBuilder

I have the following code

SAXBuilder sb = new SAXBuilder(false); File(filename.xml));

The filename.xml file is utf-16 encoded. However, i get
java.lang.InternalError while parsing. I suspect that the parser is
using utf-8 since the xml file has special characters. (Schröder;
Högberg T, Kågedal; Lindelöf; Fosså).

Is there any way to explicitly set the encoding to utf-16 at the
parser level using the JDOM API?
