Jave runtime needed?

I have JBuilder9 and was wondering if I needed to download the java run time
environment latest edition from the sun web site. I assume JBuilder must
have the ability to execute java statements but outside of that app, are the
commands such as java, javac, etc. available or the java run-time
environment itself is that needed?
