best practice for "plugins"

I'm writing a small program that I will write plugins for but I was
wondering what are the best methods of doing that. I've looked online and
couldn't find anything useful.

I basically want it to work similar to jEdit and that I can have the program
go to a known url and download a list of plugins that are available. I
would also like to make it possible to load a plugin (as a jar file) stored
locally on the hard drive. What is the best method to figure out what
class(es) in the jar file are of my plugin interface type. (The plugins
should implement a "mypackage.Plugin" interface).
