Hi , i was thinking about starting a new project and i want your
opinion.
I want to write some kind of virtual machine , a virtual java cpu ,
that run at kernel level , and then you can write a java os.

Not quite sure what you mean by some of your terms, but you might want to
look at what Patrik Reali is doing: <http://www.oberon.ethz.ch/jaos/>. His
VM runs on a microkernel, and the two together make something very like a
Java OS.
