Java english dictionary API hunt

I need a java english dictionary api, and it needs the following
features, in order of importance:

To verify given words (duh).

To select a random word based on length.

To rearrange a collection of letters into meaningful words, eg given
not, producing not, ton, and maybe even no, on, and to.

I can do this last one myself, obviously, but it would be handy.

Any directions appriciated.
