Something stucks my server every random few seconds

My web site otobusim.com

Is getting stucked every few seconds for a few seconds, and then working fast again.

The system resource monitor doesn't show any special activity, everything seems to be mostly unused (Memory, Disk, Network, CPU)

Can that be something inside the IIS?

Is there any tool I can run to monitor what it is?
