Restrict certain users from the internet

Let me start by saying that we have a timesheet site built into our intranet. I want to make it so if users have not entered data into their timesheet from the day before then no matter what website they try to put in it'll redirect them to their timesheet. Is this possible? The timesheet is done in Cold Fusion and uses Oracle as the database. So I would need something that goes into the database and checks specific fields according to the user he's logging into their PC. Our server is windows 2003 but most of our users use XP.

Thank you!

Probably better handled through sessions from your timesheet application. HTH.
