IIS 5.1 blowup

Got a blow up and banging my head against a wall now. I have had IIS up and running for 6 months no problems Windows XP Pro SP2. Two days ago while a friend was uploading a file to my comp using the FTP server, my roommate was playing a video game and the comp crashed and rebooted. Wasn't here so not sure exactly and he knows jack about computers. Since then IIS fails to start every time, WWW Publishing and FTP Publishing are jacked and give same error message. If i try to start either one (I get same error message from both) using the IIS administrative tool I get the "Unexpected error 0x8ffe2742 occured". I have googled this and all seems to be something with the ports being used by another app, but when I use netstats -ano in the command line to get the info no apps are using port 80 or ports 20-22. If I try to start the services using the services control tool I get "error 1721:Not enough resources are available to complete this operation". When I google this i get this page from microsoft help which seems usefull http://support.microsoft.com/kb/327649 but at step 4: i find i don't have an internet folder under rpc! i'm at a loss and need to get at least the www publishing going to complete school projects. any help/ideas anyone has would be greatly appreciated.

Nothing according to netstat -ano is using port 80. I had found that article and tired what it said to no avail. In my event log all errors to W3SVC, MSFTPSVC, and SMTPSVC give this great information:

I have tried uninstalling and reinstalling IIS but that did nothing =-(.

The ports in use (wish coulda just cut and pasted this):
Perhaps one looks obvious to someone else as a idk proxy or alias for port 80 maybe?

Have you scanned the computer for viruses/malware etc? Is the computer always connected to the internet? Have you restarted since the initial failure? Is the computer running at 100% resources? What new programs/games have recently been installed?
