http 403.1 error

My problem is that when I want to open a localhost page on my server, I get the message that the page can not be opened. I have windows server 2003 sp2.
It has worked perfectly until I created a new website and was quick enough to click Run scripts, and Execute. My question is how do I get it back configurationen that I had before? I have Windows Server 2003 SP2

The 403.1 means that "Execute access is forbidden." You need to find out what it is that is attempting to run on the server and either grant permissions for it to run or disable it.
