Javascript caching issue on IIS6

I am experiencing the same issue as described in the follower post. http://www.thescripts.com/forum/thread125894.html But the post has no answer and I have not been able to resolve this issue for some time now.

When I recycle the Application Pool, the pages will update correctly. Obviously restarting IIS or the server would do the same thing, but recycling the app pool is the quickest and easiest way of doing it, but still a big issue since none of our programers are able to do this.

I have done quite a few things on the IIS part, so I am starting to run out of ideas there. Some of the things I have tried was to disable Lazy propagation http://support.microsoft.com/kb/332075
and also set CacheControlCus tom="no-cache" for the entire web site.
Also, IIS is set to not cache ASP files.
Note, this does not happen with IIS5

Any help would be welcome,

At the risk of sounding like a broken record, is it client or server side JS? In IIS 6 it has the asp.net tab to change between 1.x & 2. If you have changed the home directory recently check to see where the web.config.

The Javascript is client side.

IIS6 is set to 2.0. We have roughly 30+ web sites on this development machine, most of the websites have always been 2.0 and have never been changed. A few might have been 1.1 and were then switched to 2.0, but like I said all of the websites have this issue.

The home directory once created never changes. I doubled checked the web.config location on one of our current sites and it is in the correct location.

Ok - is this a development/ test only problem? In production users will be mostly downloading for the first time. As this is client side problem start with the client. Removed cached items, manually remove them to make sure.

That's correct, this is a development/test issue only. We have separate development and production servers.
We have one Windows 2003/IIS 6 Development server and the rest are 2000/IIS5. The IIS5 servers do not have this issue, the IIS6 development server does.
For whatever reason this issue happens only most of the time, and I can not replicate it right now. I know I have cleared my local IE cache using the settings menu with no results. I was about to do a manual clear of the cache, but I can not test this since the issue is not happening right now, but I'm pretty sure clearing the cache manually will not have any results, because clearing it through the IE settings did not fix the issue.

Once the issue comes up again, I will try the manual clear of the cache and report back.
