select element with ID by hover, regardless of that id-elements positionin document tree

+ How do I select element B that has specific "id" attribute, regardless
of that element B position in the document tree, by a hover pseudo-class
declaration, when the mouse hovers over element A

- You can't.

+ but can it be done with forthcoming CSS3?

- nope

+ but whynot?
Circular references?
They could be resolved with some extra clauses in the specification.
